S. marshal and a TikTok streamer during a traffic stop aimed at apprehending an undocumented immigrant with a history of evading custody. The target of the operation allegedly used his vehicle to ram law enforcement vehicles in an attempt to flee. Richard, known for documenting ICE raids on his platform with 130, 000 followers, was reportedly struck while recording outside. His attorney, Carlos Jurado, emphasized Richard's peaceful nature and community contributions, noting that his client has no criminal record and was awarded for his work by the city.

Two Democratic Congress members have announced plans to investigate potential misconduct by federal agents and have requested information about the training provided to ICE and Customs and Border Protection agents regarding the use of force. Meanwhile, community members and local leaders have expressed outrage and concern over the incident. L. A. Councilmember Curren Price praised Richard as a pillar of the community, highlighting his authentic storytelling and contributions to South Central Los Angeles.
The shooting occurred near Santee Education Complex, a high school with hundreds of students still in class. The incident drew a crowd, with some residents expressing anger and frustration towards law enforcement. Felipe Careces, a member of the Coalition for Humane Immigrant Rights, responded to the scene after receiving calls about federal immigration agents near the school. Investigations into the incident are being conducted by the U. S. Marshals Service, the Office of Inspector General, Homeland Security Investigations, and the FBI.
