In Brookline, a plan to install Flock license plate readers has sparked a debate. The cameras, funded by Chestnut Hill Realty, are meant to deter package and retail theft. But, the ACLU of Massachusetts sees a bigger problem. They say these cameras could be used to track people's movements far and wide.
The cameras will be placed along Independence Drive. They will capture license plates and vehicle details. But, they won't identify drivers or owners. The data will be shared with the Brookline Police Department and Chestnut Hill Realty. The police can access it, but the community has a say in whether they sign the agreement.
This isn't the first time Brookline has debated surveillance. In 2009, the town voted against traffic cameras. In 2018, a committee studied surveillance tech. They found that license plate readers could threaten privacy and civil liberties.
Flock Safety, the company behind the cameras, works with many law enforcement agencies. They claim to help solve crimes. But, the ACLU warns of misuse. For example, a Texas agency used Flock's data to track a woman who allegedly self-administered an abortion. They lied to get access to Massachusetts data.
The ACLU wants Massachusetts to pass a bill. It would limit how police use license plate reader data. The bill would require data deletion within 14 days. It would also restrict data sharing and bar monitoring of protests.
The Brookline Police Department says the technology is neutral. It's all about how it's used. They understand community concerns. A public meeting is coming soon. A Flock representative will be there.
