One big issue is the high taxes on low and middle-income earners. Unlike some states, Pennsylvania doesn't offer a tax credit for earned income, though there's a chance that could change soon. The study looked at many factors, including unemployment rates, job growth, worker protections, and even how long it takes to get to work. It also considered how many workers are living in poverty.
Things have gotten worse in Pennsylvania's job market. Last year, the state was ranked 10th, but this year it dropped to 29th. Unemployment and underemployment rates are part of the problem. Even though the unemployment rate has been lower than the national average, it has been creeping up since last September. Underemployment, where people have jobs but not good ones, is at 6. 6%. This shows that finding and keeping good jobs is still a challenge.
The economic environment in Pennsylvania is also struggling, ranking 48th this year, down from 45th last year. However, there are some bright spots. More people in Pennsylvania have private health insurance compared to other states. Also, fewer workers are discouraged, meaning they haven't given up on finding a job. Another positive is the shared-work program, which helps employers keep workers during slow times by reducing hours instead of laying people off.
