Illegal cigarettes are a big problem in Ghana, stealing a chunk of the market that ranges from 10% to 35%. This isn't just a local issue—it's a cross-border affair. The reasons behind this black market are varied, including porous borders, little political interest, confusing tobacco taxes, industry interference, and customs officials who are ill-prepared. A recent study looked at data from 2012 to 2023 and talked to experts from government, non-profits, media, and international groups. They found some positive steps, like introducing tax stamps in 2018 and ratifying the FCTC Protocol in 2021. But there's still work to do.
