DeKalb is considering a fresh idea that lets adults carry one drink in a city‑approved cup while strolling through downtown. The plan, part of an Entertainment District proposal, would let diners and shoppers enjoy a beverage on the go between restaurants, bars, and other venues. The city hopes this will make evenings more lively and safer by keeping people on the streets instead of in cars. Local officials see a gap: residents want more to do downtown, and council members say the new rules could spark fresh events. The mayor highlighted how merchants could create unique gatherings, while a council alderman asked whether the plan would affect police work. City staff said only businesses with liquor licenses could join, and they’d display special stickers or signs. Patrons would also wear a wristband proving they were over 21 and had been checked in.
The proposal would run from 4 p. m. to 10 p. m. on weekdays and all day Saturday and Sunday, with a final drink order at 9:30 p. m. No other containers are allowed outside the district, which is drawn around North First to North Fourth and East Locust to Union Pacific. A special corner near The Grove Tavern would be added so that area can host events more freely. If the council approves, an ordinance will set a December 31 sunset date so they can decide later whether to keep the program. The city’s plan is similar to what Chicago and other Illinois towns have tried, but DeKalb will decide how strict the rules are and how they fit with local policing.
